Policy and Advocacy

Our Goal
Championing Legislation for Housing That Supports Staff Stability and Student Success
CEWHA champions legislation that enables school districts to build and operate Education Workforce Housing. Our advocacy is grounded in a core belief: that public schools should be the primary beneficiaries of the development of their surplus property, and that sound, equity-driven legislation is essential to attracting and retaining quality staff, because stable and affordable housing for educators directly supports student success and the long-term strength of public education.
Strategic Support for Education Workforce Housing
In parallel with our advocacy work, CEWHA supports districts and Local Education Agencies (LEAs) by evaluating their potential to pursue Education Workforce Housing initiatives. We guide and assess early-stage exploration, feasibility studies, review and compare development proposals and contracts, and examine property management strategies to help districts make informed decisions aligned with their goal of attracting and retaining quality staff.
In collaboration with education and housing partners across the state, we help shape policy positions that prioritize the needs of educators and represent the interests of member districts before the Legislature, the governor’s office, state agencies, and key federal stakeholders.
